The pace bowler has claimed 309 Test scalps in 71 appearances with an stellar bowling average.
The Australian chair of selectors Bailey has confirmed that pace spearhead Cummins will play a "major part" in the upcoming historic rivalry.
There were concerns that the 32-year-old might miss the series due to a ongoing back issue that had not yet healed.
Initial reports from the squad suggested no official announcement had been made regarding his involvement, with the five-Test series set to start on 21 November in Perth.
Bailey expressed that the captain is progressing and felt positive about his chances of being involved.
"We're aware that the clock is ticking and multiple considerations involved, aside from the physical problem, but additional elements," he commented.
"We're encouraged. [We are] really confident that he'll participate in a major part. Hopefully starting in Perth. Should that not happen, we'll reassess."
Previous Setbacks
The captain missed the white-ball matches against India and New Zealand recently after examinations confirmed a lumbar bone stress.
Previous incidents include of spinal problems, with flare-ups in 2012-13, 2013-14 and 2015-16 causing him to miss several home seasons in four years.
He emphasized he would be proactive in his approach in his rehabilitation process to ensure his availability for the contest.
Bailey noted that there was no confirmation if he had started his bowling workouts as part of his rehabilitation but conceded it was "pressing" for him to recover fully for the opener.
Contingency Plans
Should Cummins not be fit, former captain Steve Smith will assume leadership.
All-rounder Cameron Green was recently pulled out from the national team for their ODI contests against India as a preventive step because of soreness in his side.
He labeled it as a "slight concern and confirmed that Green will play in the domestic first-class competition, so will be "in a good place to resume bowling."
"We put so much time has gone into developing the strategy for him to participate for the first Test as an all-rounder," the selector detailed.
"Originally, he'd only feature in the initial matches anyway. His aggressive style the willow in shorter formats, should it hinder progress for another day, we opted to take a cautious route."
